Hairy is a cantrip that in induces the growth of hair, fur or bristles — depending upon that which is naturally occurring — extending them a length up to 18 inches. Growth is rapid, an inch per second, or 12 inches in a single round. The shock is considerable for unprepared targets.

Hairy
Range 10 ft.
Duration permanent; see text
Area of Effect 1 creature
Casting Time 2 action points
Saving Throw none; see below
Level cantrip

Once affected, creatures must attempt a save vs. magic. Failure produces a state of panic lasting for one round; thereafter, the recipient must make a successful morale check before re-entering combat. Should they remain resolute and persist in combat, the matter of dealing with the ongoing hair growth causes a penalty of -2 to their attack roll. Many are likely to retreat in order to bind their hair with a thong, requiring two rounds to both find the requisite tie and effect the binding.

Since the effect is permanent, and the creature's hair will continue to grow normally whether or not it's cut, there's a potential for creating hair of excessive length similar to that of Rapunzel ... understanding, of course, that this could become a considerable impediment.
