Hairy is a cantrip that in induces the growth of hair, fur or bristles — depending upon that which is naturally occurring — extending them a length up to 18 inches. Growth is rapid, an inch per second, or 12 inches in a single round. The shock is considerable for unprepared targets.

Once affected, creatures must attempt a save vs. magic. Failure produces a state of panic lasting for one round; thereafter, the recipient must make a successful morale check before re-entering combat.

Should they remain resolute and persist in combat, the matter of dealing with the ongoing hair growth causes a penalty of -2 to their attack roll. The recipient can retreat in order to bind their hair with a thong, requiring two rounds to both find the requisite tie and effect the binding — but it's fair to argue that doing so would show uncommon emotional composure.

As the cantrip's effect is permanent, and the affected hair will continue to grow normally, it's possible that repeated uses of the cantrip could produce an extraordinary length akin to Rapunzel's famous tresses. This, at least, explains how the image shown could be made possible. Of course, such hair would pose a substantial hindrance, as it famously did.
