Dry (cantrip)
Dry dessicates the area of effect until there's no moisture at all, evaporating the wet off any part slick with it. However, as it's only a cantrip, the cantrip cannot destroy water that exists as a body larger than 1 quart in volume. Cast upon open waters, it will skim an ⅛th of an inch off the surface, but no more.

Water that's intrinsic to an object or living creature's body can be removed to the extent of causing 1 damage. For creatures that only have 1 hit point, the water within will be entirely removed, leaving only a dry, lifeless shell.
Wood and paper are made highly susceptible to fire, giving a penalty of -4 against saving throws. If cast in sweaty or hotter conditions, the cantrip may bring on a heat stroke if the character fails a constitution check.
The cantrip has no effect upon persons suffering from hypothermia or cold, but will dry clothes so as to aid in bringing up a character's protection against the weather.
