A settlement is a designated village, town or city that has been plotted on Alexis' world map, which acts as a determining factor in calculating a region's infrastructure. A settlement also exists as a type of improvement. Settlements increase the supply of food, coin and labour in their immediate vicinity. They are central to the basic physical and organizational structure of game world, existing as focal points for facilities and civilization.

Settlements are distinct from less important communities in that the latter are produced by the calculation of infrastructure, in part from the location and size of pre-existing settlements.
