Distract is a cantrip that allows a caster to momentarily divert an opponent's attention. The dweomer creates a deep compulsion on the part of the recipient to turn and look towards a given point, if a saving throw against magic fails.

Those who turn from combat may be attacked from behind with a +2 bonus to hit, but they shouldn't be treated as surprised.
