Compels all within the area of effect to make save or turn to stare at the effect’s centre point to the exclusion of all else.
The instant of the distraction happens at once — but those who fail save will be unable to do anything but look for one full round. In effect, they will be "stunned."
Those who turn from combat may be attacked from behind with a +2 bonus to hit, but they shouldn't be treated as surprised.
