Permanently cures blindness, either that which is congenital from birth or which results from disease, poison or magic. However, the spell will not restore a lost or destroyed eyeball—so if there is no eye, the spell will have no effect.
The reverse of the spell, cause blindness, requires a successful touch against an unwilling victim. A save vs. magic negates the spell, but if failed the effects are permanent.
