Fire charm is a spell that transforms a normal fire source such as a brazier, flambeau or bonfire so that the air above it transforms into a gossamer veil, not unlike the spell fascinate, occupying a single combat hex. Creatures standing within six hexes, which are able to see the fire, will find their attentions captured long enough that they must make a saving throw vs. magic or else become enraptured by the veil's charming effect. An original fire source is unquestionably needed.

Creatures that have failed their saving throw will be transfixed, standing where they are, motionless and gazing at the display for the duration of the spell. Up to one person of these, whose intelligence is 5 or greater, per three levels of the caster, are potentially subject to suggestion, as per the 3rd level spell. The caster determines who is picked for suggestion — those who are receive a second saving throw. Success breaks the fire charm's effect, setting them free. New subjects to replace those who have made save cannot be picked.

If the suggestion does take hold, the caster may compel them to follow orders, within the limits of the suggestion spell.

Otherwise Breaking the Charm

As with hold person, if any step is taken with the intention of causing direct harm to the held creature, the enchantment is dispelled at once, releasing the creature from paralysis. Intent to harm includes any action that would cause direct physical or magical damage to the held individual by the caster or their allies. This would mean that an attack could still take place — but the attacked humanoid would be able to defend itself.

Allies of the charmed creatures must make a wisdom check before they can truly "intend to harm" their associates or friends, to break the spell.

Further, if the veil is clouded by some means, such as darkness, wall of fog or fog cloud, the inability to see the veil for some, those who no longer have line-of-sight, will be freed from the effect. The cantrip haze is not sufficient for this purpose, though other spells, such as wall of stone for example, might be.
