Bind creates a collection of magical restraints that constrains affected creatures, rendering them immobile and somewhat vulnerable, provided they fail a saving throw vs. magic. Victims are able to thrash and strain against their bonds, so that they retain their armour class and aren't helpless, but they're unable to make attacks.
